Broken Challenges in the live feed and PBP files

Some challenges are reported wrong with a variety of reasons:

• Challenges that should be League rather than Coach
• Challenges that are not followed by a Timeout Charge, creating an illusion of a successful challenge.
• Challenges in STOP and CHL events at different times, looking like a double challenge.
• Challenges in STOP referring to one team and in CHL to another, looking like a mutual challenge.
• Wrong team attribution.
• Bad CHL description.
• Challenge indicated when the team has no timeouts left.
